Since 2005, the Animal Humane Society’s Humane Investigations team has seen a 50% increase in cases affecting horses. In response, we initiated the Minnesota Horse Welfare Coalition (MNHWC).

In conjunction with an established AHS board committee, the coalition determined the downward turn of the economy, the recent horse slaughter ban, and the lack of quality, affordable hay to be the root causes of the dramatic increase in cases. MNHWC is looking at what can be done, both long- and short-term, to create a positive impact for horses across the state.
Plans include a pilot program that will provide short-term assistance when needed to horse owners with a strong history of good horse care. They also include development of educational materials for current and potential horse owners and law enforcement.
